Joondalup cool room repairs, with Sam on the job
Sam Celesti covers Joondalup, the regional city centre about 25 km from the Perth CBD. The work there is mostly behind the scenes: walk-in cool rooms and freezer rooms in shopping centre tenancies, café kitchens, clubs and institutional kitchens around the city centre. Sam is ARCtick licensed (AU55592), has more than two decades in commercial refrigeration, and runs a one-company operation with no subcontractors, so the technician who quotes is the one who repairs.
He works on all the major brands, including Bitzer, Danfoss, Carel, Tecumseh, Skope and Cabero, and gives a fixed quote before any work.
Rooftop plant and centre rules: Joondalup's tenancy problem
A cool room inside a shopping centre or a modern mixed-use building is rarely a self-contained box. The evaporator sits in the tenancy, but the condensing unit is often on a roof, a plant deck or a shared services area some distance away, connected by long refrigerant lines run through ceilings and risers. That layout is common across Joondalup's newer commercial buildings, and it changes how a breakdown plays out.
- Access takes arranging. Plant areas are usually locked and controlled by centre or building management, and some require an escort or a permit to work on the roof.
- Long pipe runs hide leaks. A slow refrigerant leak can sit in a ceiling space or riser for months, showing up only as a room that takes longer and longer to pull down.
- Several units share one deck. Neighbouring tenants' condensing units, exhaust fans and air-conditioning plant all dump heat into the same space, which raises the load on yours in summer.

Who relies on refrigeration in Joondalup
Joondalup's city centre is compact but busy, and it carries a wide spread of refrigeration:
- Lakeside Joondalup, one of Perth's largest shopping centres, with food court outlets, butchers, delis and specialty food stores running walk-ins and freezer rooms.
- Joondalup Health Campus, where the surrounding medical and food services rely on cold storage for meals and supplies.
- Edith Cowan University's Joondalup campus, with student cafés and food outlets serving a large daily population.
- Grand Boulevard and the city centre streets, lined with cafés, restaurants, bars and takeaways that keep compact cool rooms behind the kitchen.
Faults here include refrigerant leaks on long line sets, condenser coils clogged with dust on shared plant decks, iced evaporators in busy food court kitchens, and door seals worn out by constant trading-hours traffic.

What to do until the repair
Keep the cool room door closed and put a sign on it so staff do not keep checking. Look at the controller for a temperature reading or alarm, and check the tenancy switchboard for a tripped circuit. If the condensing unit is on a roof you cannot reach, do not go looking for it; centre management can confirm whether the plant area has power.
Then protect the food. FSANZ guidance says potentially hazardous food should be kept at 5°C or colder. Time it spends above 5°C accumulates: less than 2 hours and it can be refrigerated again, between 2 and 4 hours it should be used immediately, and from 4 hours onward it must be discarded. Note the time the room started warming and move the riskiest stock to a working fridge if you have one.
